Each team is allotted a specific amount of rookie pool money to sign its draft picks based on its number of picks and drafting position. If you make trades during the draft, the rookie pool amount is adjusted. That's not the case after the draft, however. So, if Mariota was drafted second by Tennessee and then traded to the Eagles, who have the 20th pick in the first round, the money doesn't go with him. The Eagles would only be able to give Mariota 20th-pick money.
