How do you respond to a specific post instead of plopping one on the bottom?

No, it doesn't.
You respond to certain posts by clicking the "quote" button in the post you want to respond to.
This type of board was designed try to help keep posts 'on topic'.

Use the "quote" function. It'll still plop at the bottom, but you'll have a copy of the post (or part of it, since it's courteous to trim the unnecessary bits) inside of your own...so that the readers know what you've responded to.
