The Bleacher Report does a ranking by position of NFL players based on their performance last year.

I used that rating and converted those rankings to percentile. A number of 3% means the player was ranked in the top 3% of his position. Lower the better.

Here are the number of starters by position:
QB, RT, LT,C, = 32
CB,S,OG =64
DT (both 34 and 43)= 48
34 DE =32 (16 3-4 teams x 2)
WR = 83
TE, RB = 43
For WR, RB and TE I split the extra offensive player among the three spots (1/3 each)
50%= Average Starter, >100%= not rated high enough to be a starter.

Mathis #2 of 64 = 3.1%
McCoy #2 of 43 = 4.7%
Kelce #2 of 32 = 6.2%
Peters #3 of 32 = 9.4%
Boykin #11 of 64 = 17.1%
Ertz= #10 of 43 = 23.4%
Jackson #20 of 83 = 24.2%
Johnson #11 of 32 = 34.3%
Allen #25 of 64 = 39.1%
Celek =#18 of 43 = 42.2%
Foles =14 of 32 = 43.4%
Thornton =15 of 32 = 46.8%
Sproles = 21 of 43 = 49.3%
≠======================:=
Wolff = 36 of 64= 56.2%
Cooper = 47 of 83 = 56.9%
Cox = 19 of 32= 59.3%
Herremans =43of 64=67.1%
Logan = 33 of 48 = 68.7%
Fletcher = 47 of 64 = 73.4%
Avant = 64 of 83 = 77.4%
Carroll = 52of 64= 81.3%
Geathers =28 of 32=87.5%
Brown =38/43=89.2%
Jenkins =71/64=110.9%
Chung =75/64=117.2%
Vick =43/32=134.4%
Barkley =57/32=178.1%
Williams =>100/64=>160% (he wasn't even listed among the top 100 CB's. Ouch!)

Surprises?
Foles at 43%, Cooper at 57%,Allen at 39%, Jenkins 110%(not starter quality!), Geathers starter quality
Seems like our rookies played well.

Study was done by referring to PFF and scouts input.

The Bleacher Report hasn't completed their 2013 season rankings yet for 34 OLB and ILB.

But for now, we can use the 2012 rankings for ILB, 43 OLB and 43 DE to rate Cole, Kendricks, Barwin and Ryans based on their 2012 performance until the '13 rankings come out:

Barwin =18th of 32 starting 34OLB's = 56th percentile
Kendricks = 26th out of 32 starting 43 OLB's = 81st percentile
Ryans = 15th out of 48 starting ILB = 31st percentile
Cole = 21st out of 32 starting 43 DE's = 66th percentile

Also, based on Football Outsiders Stats, we used a 3rd WR 54%, 2nd TE 33%, and 2nd RB 13% of the time. So consider the 3rd WR to be a 50% starter etc. Also, on D, Boykin played in only 23% of the total CB snaps, which was surprising, so he is not even a halftime starter. Also with him, he is thought of as a slot CB, not suitable for OS coverage.

Converting the percentages on performance, here's how I would rate them:
Top 1-10% - Pro Bowl Caliber
11%-25% - Top Starter
26%-50% - Above Average Starter
51%-75% - Below Average Starter
76%-100% - Bottom Tier Starter
>100% - Not Starter Material

So using this info, where should we draft?

1. Starting CB#1 - C. Williams = >100% Not Starter Material
2. FS Jenkins - >100% Not starter Material (ouch!) But can draft under guise of depth at S spot
3. ILB Kendricks - 81% - Below Average Starter (used '12 rating as rookie under 4-3D)
4. Starting CB #2 - Fletcher = 73% - Below Average starter. Boykin considered slot only guy, although at a high level.
5. 3rd WR - gaping hole but not at a starting spot. Last year Avant was 77%, below average starter.
6. DT - Logan - 69% - below average starter as a rookie
7. OG Herremans - 67% - below average starter.
8. OLB Cole - 66% - below average starter (used '12 rating at 4-3DE)
9. DE Cox - 59% - below average starter
10. 2nd WR - Cooper - 57% - below average starter
11. OLB Barwin - 56% - below average starter (based on '12 rating as 3-4OLB)

All other starters are above average or better.

Interestingly enough, the S combo of Allen/Wolff graded out slightly above average starter at 47%, but because Jenkins is so bad, they really need to address it.

I'll update this when the '13 ratings come out for the LB's.

Based on this, our needs are CB, S, WR, DT, OG, OLB, DE. It will be interesting to see how the '13 LB's group grade out which could move the OLB up the needs list.

It does explain why our O was rated so high and D so low. Surprised Cooper rated out as slightly below average. I would expect Barwin's to improve and Ryans and Cole to drop a bit.

Jackson #20 of 83 = 24.2%

Is this who I think it is? Surprised he's rated that low.

A little surprised too. But really, he was a step below PB level IMO, so I would have thought 15-20% range.
