It means that you cna't post more than once in a 30 second interval.
It's meant to keep malicious individuals from crashing the board.

I've never heard of such a thing. Someone would try to post repeatedly to clog up the board and harrass the members? Or post numerous insults aimed at members? Or repeat the same thing over and over?

I've had to deal with that once before. Forget the troll's name but fortunately I caught him early and ban him to limit the mess. Still had almost thirty topics to remove though, all repeating the same mindless jibe.
